Condo By Law Voting Privacy

We own property in a campground. This is a condo campground. We as a whole are in the process of voting on by-law changes. Out of 112 units, all but 7 are considered trailors and the 7 are considered cabins. The cabin owners pay double the regular assessment amount compared to the trailer owners because of the extra benefits they enjoy that we trailer owners do not have. This double assessment has been in place since the campground went condo in the 1980's. The voting is to reduce the double assessment by the cabin owners to that of a regular payment like the trailer unit owners pay. The cabin owners are threatening to sue us if we don't vote to reduce their assessment payment. They say the double assessment is illegal anyway & they can bring legal action against us. Do they have access on how we as individuals vote or is this protected in privacy. Are double assessments illegal?
