What is a foreclosure cooperation agreement? My lender verbally agreed to sell the property but says I must first sign this document.

Anyone who tried to advise you on regarding such a document without having read it would be negligent, in my opinion. Are you the buyer or the seller? Is it a short sale? What are the terms? There are just too many variables and the particular document which you name does not sound like any sort of form which I have ever seen.
