Legal Question in Real Estate Law in Wisconsin

I have a shared well between 3 homes. It was drilled in 1949 and is now found to be in noncomplying for pit & poor casing condition even the DNR said it casing to thin & corroded. It states that it requires abandonment (filled & sealed and new ones drilled. Me and the one neighbor want to but the third refuses to do that. What can we do to get new wells

If all three owners agree, an experienced real estate lawyer could draft a deed to remove the unwilling homeowner from the shared well requirement, allowing him to redrill his own well, or retain the old one to fight it out further with authorities. I am guessing that some problem triggered the inspection which caused this issue to come up?
