Equal Application of the Law

Two vehicles are traveling down a road in an in-line fashion with legal and consistent spacing between them. An oncoming police officer identifies the second vehicle as speeding, activates his lights and turns around to make a traffic stop. Both vehicles stop. The office lets the lead vehicle go without even talking to the driver. The driver of the second vehicle is cited for speeding. Since there was consistent spacing between the two vehicles it can be determined that both vehicles were traveling at the same speed. Can a reasonable case be made that the ticket is not valid because the law was not applied equally?

No. It is not a defense that someone else was violating the law.
