my illinois drivers license was revoked 10 years ago, now that i live in wisconsin can i get a drivers license here?

My guess would be "no," since WI and IL have a reciprocity agreement to honor one another's license revocations. However, it may still be worth a try. Whether or not there is a block upon your getting a WI license might depend upon why you were revoked in IL. If the continued revocation in IL was originally due to failing rehab treatment after drunken driving conviction, the driver's license block could last forever. In the past, many of my clients who were facing old IL revocations after moving to WI had no choice other than to go back to IL to complete their counseling, which was often very expensive for them. While some were never successful, the ones who also retained an experienced IL traffic attorney tended to be more successful. At one time, certain states such as Texas and Alaska, did not participate in the reciprocal revocation system, perhaps offering you one last resort to someday drive legally again.
