WI Traffic Violations While Operating Under Out of State Licenses

Yes, points are normally assessed in the state where any violation occurs rather than the home state and regardless of the state issuing the person's license. Moving to a different state does not normally "cleans" the record in any way--the record of violations occurring in that state will apply. This is complicated, however, by the fact that WI and IL have reciprocal reporting systems recognizing one another's revocations (but typically not out of state "points"). A revocation from either state will sometimes block other reciprocal states from issuing a new license. You need an experienced traffic lawyer as soon as possible.
