VA Disability Compensation Rights

My husband applied for VA Disability Compensation and was approved with a 30% rating. Is he entitled to a back payment of all the years before he applied to the VA. He was diagnosed with MS in 1991, but never knew about the VA Disability Compensation. We filed a claim in Nov. of 2003 and were approved in May of 2004. We will recieve the 5 months of payments since the claim was filed, but is he entitled to the 13 years worth of payments that he missed out on? If so, how do we proceed to obtain back payment for this?

It is not always easy to get an earlier effective date, but it is certainly worth your checking into. There are a lot of very specific questions that would need to be addressed. When did his service end? What did the original claim say? Were there any prior denials of service connection?
