Interpretation of a statement in a will

Who determines or interprets the intention of a statement in a poorly written will. estate is in propate currently

The probate judge with jurisdiction over the probate has the last word at the trial level. Wisconsin has two appellate courts, The Court of Appeals and The Supreme Court.

The court can, if someone files a "petition for instructions" asking for an interpretation of the clause.
