I was made executor for my mother's will and I don't want to do it. Can I refuse?

Yes, you may refuse to serve as Personal Representative of your mother's estate. The polite thing would be to contact the person or persons commencing the estate or the attorney representing them so that the petition to probate the estate could contain the name of a suitable alternate designee.
