Chase/Bank One are crooks

I received my Chase bill today and my interest rate went from 13% to 29%. I call and spoke to a customer service rep and then to a supervisor. He said they sent a letter giving us the chance to opt out of the new rates. I never received such a letter. My wife and I have never had a late payment and the reason for the rate change is because they ran a credit report and we have high debt. They told me I could have the rate changed back to the 13% under two conditions: close the account, and I would get no refund for the finance charges at 29%. I have a problem with the second condition but had I not accepted it right there I would have been stuck with the 29%. First off we didn't get a letter regarding these rate changes. Chase states they don't have any returned mail so we must have gotten it. Second there is no way they can prove that we received a letter and just didn't act. I want my refund for my finance charges. Its not fair what they did and its flat out wrong. Is there anything I can do? Chase can say all day long that its our fault but its not and I want to do something about it. Please help me.

Contact a consumer affairs lawyer in your area. There may well be grounds for a class action lawsuit against the Bank.
