If the victim drops charges, can the prosecuting attorney still pursue?
If the victim in a felony vandalism makes an out of court arrangement with the defendent and drops the charges. Can the prosecuting attorney still pursue the case?

Yes. When a crime has been comitted the decision to prosecute is solely that of the DA, not the victim or someone else. A victim may not dismiss a criminal prosecution.
