Legal Question in Employment Law in Wyoming

Part time employee

I am a casual part time employee at a hospital in Wyoming. I have been trying to get a full time position for the past year and I am moving up through the ranks waiting for a full time position to open up.. The hospital has told me there only a limited amount of full time positions avalilable, however I've been working between 35 - 45 hours a week as a casual part time employee for the past six months. Are hospitals allowed to work part time employees 40 hours a week for an extended period of time and still keep them as part time employees without benifits?
