Can a person noticeably under the influence of alcohol make a sworn written statement?

Can a sworn written statement be made with no oath given or implied?

Yes to both questions. In the military, when you are asked to give a statement, it is assumed you will tell the truth because it is your sworn duty to do so, therefore an oath is always implied. The degree of intoxication would be a factor in your perception and in your ability to assess the facts you were testifying to, but it would not automatically void the statement.
