The Distillation of Tinctures from Pre-taxed Ethanol
I realize it is illegal to produce spirits
without paying the appropriate taxes
and not having the proper licenses.
If a tincture that is intended for
personal use is made by dissolving an
herb into rum purchased at a liquor
store is later distilled, would the
distillation itself be illegal despite that
the spirit used as the solvent was
already taxed?
