Legal Question in Family Law in Alabama

How can we legally adopt a distant relative?

This is a sad story of abuse and abandonment. We live in Georgia and the boy we would love to adopt is in Alabama. The Boy of 2 years old was dropped off at aunts home and the Mother hasn�t been found. The Mother is pregnant with another child and on drugs. He (the boy) is a distant relative by marriage. No one close will be able to keep him. I am almost certain the Mother will sign over rights. If we take this boy for adoption what will be procedure and estimated cost for adoption?
