Revoking a Power of Attorney

My sister was in a car accident last year. She is still not completely competent. Her oldest daugher has her power of attorney. However, the daughter is irresponsible. My sister's younger daughter is also irresponsible.

How, or can, her husband have the power of attorney revoked and remade so that he can have it?

He can file for a competency hearing with the county probate judge, and ask that he be made her guardian. Alternatively, if your sister has periods of lucidity, she can revoke the power of attorney by way of a written document.
