I have a vehicle that I want to give to my little sister, she is 17 and I don't want my parents to have a say in the vehicle, is there a way that I can have the vehicle in her name, but keep the vehicle under my control?

You could transfer title to yourself and your sis as joint owners, and then, when she is 18, transfer title to her. You should be aware of the liability you are undertaking, so long as you remain on title and the effect on your insurance requirements to protect your interests.
