Legal Question in Administrative Law in California

My question is my friend in paying a court restitution and is now incarcerated does he still need 2 pay on it?

My experience with criminal law is limited to a few years as a law clerk in a public defender's office, but I cannot see any basis for incarceration to suspend or terminate a person's other legal obligations such as paying bills, especially court-ordered bills. However, this is more of a criminal law question than administrative law, and I'd suggest your friend should ask his own attorney or public defender.
