Legal Question in Consumer Law in California

Is there any way i can get involoved with the police or federal government if i create a website is as follows: you come on and a list of three people to "donate" to and you do. 3 dollars to three people. And paying all three of the people allows you to be put at the top of a new revised list. Every time a list is bought the buyer gets added to the top and the last person gets thrown off. And this is repeated in my website. Chronologically the list will be put into a list of its own waiting for more buyers to come onto my website to buy there list. The way to make alot of money this wah though is to give each list 3 of 4 buyers before the new list comes up. 4 buyers would have to buy each list chronologically. Its exactly the same same method as one buyer buying the list an that list going to the back of the line, but ill keep up that list until four seperate people buy it. I want to know if you see my braking any laws. I will approach this to the public in a form of donation and community sharing or random acts of kindness or something like that to give sympathy for what were actually doing. Please give me your input to your greatest knowledge.

It is called a pyramid scheme and is very illegal.
