Legal Question in Consumer Law in California

I'm from Russia and I took a rental car in USA, California, at the car hire companiy.

We took the insurance only from damage.

During the trip we stopped at a gas station and went out to eat.

Going back 20 minutes later, we found that all of our stuff out of the car had been stolen. Including passports and driver's licenses.

And the car was not damaged - glass was not broken or something like that.

Trying to understand how this happened, we found that the alarm on the car was not defective. After putting on the alarm button on the remote control, the car remained still open.

Anyone could open the car, just opening the door handle.

We went to the police and there fixed that things had been stolen for amount 7600$. They have fixed a problem with the alarm too.

After that we went to the rental car company.

They refused to compensate for our loss and the inconvenience that we had to move in order to return a few days in Russia.

Question.

1) Does it the right, that car rental company rental give a faulty machine?

2) Is it critical that we have not checked the serviceability of the machine before take a rent a car? And only learned about the problem after the robbery?

3) Is it worth suing the company and give our incidente publicity?

You may have a case against the car rental company. You had every right to expect the car you rented was in good working order and that the rental company had inspected the car before renting it to you.
