Legal Question in Criminal Law in California

intentional violent crime. man was riding bicycle down residential street and was run over by a vehicle ( 74 fDodge Flat Bed Truck. In hospital for 30 days, sustained multiple life threatening injuries, and numerous repercussions to his life. contacted Victims Assistance here in Shasta County and rep said they would not help if individual had a prior felony on record. ????

Main concern is that while still in hospital DA closed case after driver served 3 weeks in jail and police said they found no eye witnesses to actual event. He the driver has no insurance etc. I am the only witness to the verbal account of what this guys intentions were when he drove away.

Main question is They should have done way more investigation, CSI etc., and my accountability, nothing. its been six months and DA told me no witnesses he can't prosecute.

I don't really understand what you are trying to ask.

Those CSI shows you see on television are about as accurate as medical shows... which means they make up a lot of stuff for dramatic effect.

WIthout enough evidence to get a conviction, the District Attorney cannot prosecute a crime. They have apparently concluded they don't have that evidence.
