Legal Question in Family Law in California

My ex-husband has been ordered to drop my two children off at a specific time and he brings one child then tells me my other child will get dropped off by her friends, who bring my daughter later thatn the specified time. Then my ex comes to pick the children up earlier than the court-ordered pick-up time. Am I allowed to keep my daughter for the hours that I was granted, even though I have specified court ordered drop off and pick up times?
