Legal Question in Family Law in California

My sister has left her two children with me ages: 6 years old and 8 month old. She was suppose to return a month ago but decided to stay in Texas and not return and won't sign a temporary guardianship form so that I can make medical and financial decisions for her children. I am willing to care for them as I have been. Both fathers haven't been in the picture and I have no way of contacting them regarding signing any form giving me responsibly. What would be the best way to handle this situation?
