Legal Question in Civil Litigation in California

RV debt

In 2003, could no longer pay for RV.

Lender sent someone out to repo the RV, but when they came with no ID, unmarked pick-up truck, no paperwork, no business cards, no tow truck, I called the Sheriff and they advised not to let them take the RV until they produced the proper paperwork. Lender did nothing further, never sent anyone to repo RV, never took it to court to get a judgment. Been sitting in yard since 2003. Question- Is the statute of limitations (California) up on the repo of the RV and/ or collection of the debt? Would have paid them the diff. between what was owed and what they would resell the RV for. Lender has done nothing since 2003. Help!
