Legality of negative work ''incentive'' program

A friend of mine (really, it isn't me, I swear) works for a company that has an odd policy. They have weekly meetings where the employees have to demonstrate the work they have done over the past week. If any of the tasks that were on their to-do list from the prior meeting are not completed by meeting time, they are charged $100 out of pocket. The $100 apparently goes into some department fund where the money is used for, get this, morale building purchases, such as a game console.

Is this legal? My friend says that there was nothing about this in the contract that was signed.
