Resident Apartment Manager employee after-work hour restrictions

A handyman working for an apartment complex is told he is not allowed on the property unless he is working. He has, however, a personal friend who lives in the apartment comlex. Does the apartment manager have the authority to restrict the handyman from visiting his friend who lives in the complex during off-work hours and weekends? The handyman is Hispanic and the friend is caucasian. The apartment manager also has a problem with inter-racial relationships.

Unless there is a legitimate business related reason to restrict access to the property, people have the right to do whatever they want when they are off the clock, as long as it is lawful.
