Legal Question in Employment Law in California

What are my rights as an Employee?

My daughter has continually been harassed @ work from a supervisor,(Only one), from 'carpooling' w/another employee,to 'you can't be friends @ work' or employee lockers being searched without consent( no handbook stating she waives the right) denial of her records, written up for X amount of absences( which are not correct)not given a copy of such notice...held back from 3 or more promotions. I have tried endlessly to contact the Labor board to no avail along with the D.M of the company, What can she do? Is it discrimination? Negligence on the D.M. part for no follow up? In which he said he would a month ago!
