can my landlord turn off the power (pge) if he has lost his property due to forclosure and I still live there and need power to run my cpap machine at night so I can breathe while I sleep?

If your landlord lost the property to foreclosure, he is no longer your landlord. He is not required to pay for PG&E for a house that he no longer owns. If you are a bona fide tenant, the new owner, bank or otherwise, is your new landlord subject to the terms of your rental agreement. You need to attempt to find out who now owns the property. In the meantime you should contact PG&E and see if you can get the power in your name at least for the time being due to your situation.
