Suing a City?

I have been complaining to the City for seven years about an animal boarding business. The dogs bark all night almost every night. The city has a conditional use permit that provides for relief from any complaints by calling the local PD until the claims add up to a need to litigate. I have more than enough proof that a claim has been sufficiently made and have received nothing but grief from the City in Response. How do I sue the City for lack of enforcement of the Conditional use permit?
