Legal Question in Personal Injury in California

I paid someone with cash for service after an accident. Does an invoice with the receiver's signature and date consider a legal receipt so I can claim money back from insurance company?

Yes. But it depends what the services were for. It should also include an itemized list of the services.

Naturally the services have to be incurred as a result of the Incident. Further, as stated above, the, invoice should have itemized details.
