Is a plaintiff in a civil case allowed to avoid service of interrogatories?

I send interrogatories via certified mail and they are still sitting in the post office..The plaintiff ignoring the notices.

Resend them by regular mail. Make sure to update the proof of service. Regular first-class mail is sufficient.
