Legal Question in Real Estate Law in California

My lease is not up on rental house until 11/23/14 but the property management company sent a letter in September saying they will be increasing the rent 10% as of 11/1/14 if we do not sign another year lease. Is this breaking the lease agreement?

It depends on the terms of your lease but unless it contains some very odd provisions they would not be allowed to implement the rent increase until 11/23. That would, however, result in you needing to pay the higher rate from 11/23-11/30 pro rata when you pay your 11/1 rent, unless you plan to vacate by 11/23.
