Legal Question in Sexual Harassment in California

A friend of mine has been sexually harassed by another person. They are both minors. What can I do as a friend? I want to report this to the police, but my friend doesn't want to report it because the harasser apologized to her. Also, she keeps telling herself that it's her fault as well when it's clearly not. I think she is having an after-effect of the sexual harassment. If this gets reported to the police, then would evidence be necessary? If so, what can count as an evidence? Additionally, what happens when you report it to the police?
