Legal Question in Wills and Trusts in California

My brother borrowed money from my mother's estate prior to her death in 2011, I was unaware of this until after she passed away. My mother passed in her home state of Pennsylvania, my brother and I both reside in California. He now owes me my remaining portion of the money. He pays me $500 a month with no interest and it will take him 6 years to pay me back. I never agreed to this and need to know what I can do to get my money paid to me in full with interest. He is very successful and just purchased a new home, while my husband and I are struggling to make ends meet.

You need to negotiate a new arrangement with him, or you need to bring a lawsuit to get a judgment that will earn interest.
