Worker compensation medical neglect

My wife was in an accident @Oct. 2000 while delivering newspapers at @3:ooam-5:00am. after @1 to 1 1/2 years of repeatative nagging, and constant phone calls to worker comp. insurance, my wife finally got the runaround with improper doctor diagnose and treatments. Finally my wife received a knee surgery that the doctor said might do a little good but would prove a waste of time considering she would definately need knee replacement in a few years. I remember asking ''If my wife received proper and immediate treatment, could all of this have been avoidable?''. Not at all shocked to hear a definate ''YES'', My wife and I did feel that the surgery would prove to reverse the injury. May of 2003 my wife received a letter stateing her permanate injury status. June 2003 an offer of $17,000 settlement was received by my wife. My wife is only 28, but can no longer go on long hike, prolonged standing W/severe discomfort and swealling, or complete her career goal in the physical testing area of the California Highway patrol in which she passed other tests and was invited to continue with the CHP. Can she be compensated for the neglect?

The issue is whether or not $ 17K is adequate. An attorney can review the file, and determine whether or not there is still time for another evaluation.
