is a bet a legal contract?

I am signing a bet with a friend, it will be on paper is it a legally binding contract? Or does it need to be noterized as well?

Neither putting your bet in writing nor having it notarized is likely to help. Most bets qualify as gambling. Most gambling is illegal. A contract to do something illegal is unenforceable. Unless your bet somehow doesn't qualify as illegal gambling, you probably won't be able to hold the other party to his agreement if you win. He won't be able to hold you to it either if you lose.
