Is it legal for a Judge to change the charges brought up against a defendent during a trial by judge

Depends on what you mean by "change." A judge may dismiss any or all charges against a defendant, at any stage of the proceedings, even after a verdict. The judge cannot add new charges, aside from those relating to contempt or disruption of court proceedings, during trial.
