Child abandonment Laws in Colorado

my Husband would like to adopt my 8 yr old from a previous relationship, but we have no idea where the bio-father is. He hasn't paid court ordered child support in over six years and has not seen my son in over three years. What are the laws concerning abandonment and step-parent adoption. If nothing else my son would like to have his last name changed to ours.

I have no clue where to even start and know that the cost of these procedures can get to be very large! That in itself is intimidating! If anyone could help me with these questions and possibly a starting point I would be ever greatful!

The biological father's parental rights must be terminated prior to adoption. If he cannot be found, then publishing in the newspaper can be done as an alternative.

A court action is required. They are not prohibitively expensive, although the advertising adds to the cost.
