If a Magistrate states something in court but does not put it in the orders is it still Enforced?

This depends entirely on what the magistrate said. If there was a transcript of the hearing, and the transcript is clear that the magistrate intended the statement to be an order of the court, then the statement is generally enforceable. You can also file a motion to request that the court's ruling be clarified.
