annuity and pensions

if there is an automatic hold on myretirement until divorce is final in which it is and my spouse is the responsible party for filing the QDRO but refuses to do so, but has filed a contempt stating I have not paid the arrearage that was ordered to be paid out of my annuity what should I do my attorney is not helping at all for I owe him money as well. I have intented to pay him and her from this annuity I litterally have no other means I have been shafted to the third decree and can not get any assistance on my behalf I have sent enough evidence to solve a murder and nothing has help my truths as she has lied and still working the system I have had to travel back and forth across the states spending thousands because she is a genius at working the system all i want to do is pay my depts clear my name and go forward with my life is there any advice you could give me

Your wife would be liable for contempt if she refuses to file the QDRO.

I do not understand why your wife (or her attorney) would not want to cooperate with you in getting access to your annuity if the end result would be that she gets paid.
