Legal Question in Civil Rights Law in Florida

Cant get a title or tag for truck
we have purchased a truck from an individual that was financed. we signed a contract with that individual that once paid in full he would sign the title over to us. We put $5000 down and made all payments on time. the truck is now paid in full. In the process of us paying for this truck the individual took out another vehicle loan through same company and has defaulted on that loan. Now finance company says he signed our truck as collateral and they are holding the title and have put a stop on the tag for the truck. I know have a truck I can't even drive as I can not renew the tag. Can he sign a contract making the truck collateral when he already has a contract with me? What do I do?
