Can a kitchen cabinet contractor who still owes me a cabinet and has been paid in full come into my house to retrieve his tools while there is no one home?

If you do not give him permission, then the contractor does not have the right to come in to your home regardless of the reason.

Sounds like trespassing if he did not have authorization to come into your home at the given time.
