If someone has a PRR on them and the state attorney offers less than the max sentence can the judge sentence according to the state attorney? For instance, if someone with a PRR (Prison Releasee Reoffender) commits a felony punishable by life and the state attorney makes an offer of 25 years can the judge sentence the person to 25 years of does he absolutely have to enforce the PRR which would be a life sentence?

Yes, if the State agrees to a sentence below the maximum as required for a Prison Release Reoffender case then the judge can accept the sentence and impose a lower sentence. The judge does not have to impose the max if the State agrees.
