Can an 18 year old that is living on his or her own apply his or her self in home schooling?

An 18 year old is an adult and can make all decisions for him/her self. You shouldn't be home schooled at 18 but should go to a licensed university. Read and study and good luck.

Did you want to ask if your high school home schooled education will be accepted by a university? The answer to that is maybe. Start at a junior college, if need be. But, I am still reading your question to ask if you can get college education from home. The answer to that is no. Not even if your mom is a PhD. Please go to college.
