Good question. On the one hand, as your mother, she has reasonable control over how you spend your time. On the other hand, Florida law often talks about the "right" to raise children. Your child, also, has the right to spend time with you. I think a judge would say that a 13-year-old, whether a father or a mother, would have some control, but not total control, over whether you can see your child. Unfortunately, I don't think there is an exact answer under Florida law.
