Can a 16 yr old who lives in California declare himself an adult and move to Florida and move in with his biological father, who was not declared his father by the mother?

A sixteen year old cannot declare himself an adult. The father also does not have to be delcared the father, by the mother. He either is, or is not by some function of law, that has nothing to do with the declaration of the mother.

You need to ask a California lawyer. You would have to become emancipated and that would be up to your mother allowing this. Once you are emancipated - you can live where you want.
