Legal Question in Family Law in Florida

My brother and I where adapted from Ukraine in 2007. I ran away from home (i'm 18 years old) because of abuse. They treat my brother very good thats why i disnt report them. Alrough my adopted parents won't let me see my real brother. I am 18 years old. Is their a way I would be able to spend time with him? Please, he is all I got of my fMily . I took care of him since day one until the orphanage took him from me. I can't loose him again.
