Non-custodial parental rights to contact/visitation

Divorce originated in FL, minor child lives in VA, non custodial father lives in CA. Father has been attempting to contact daughter by phone for over a week, messages have not been returned. Past e-mails to the mother have not been answered in order to finalize visitation plans for the summer. What rights does the non-custodial father have to call social services or the local police to have a welfare check done to ensure that his daughter is okay since not having heard from her in over a week. Also, if court/attorney was to be contacted, would this have to orginate in FL or where the minor child now resides. Thanks for the help!

I don't know if you have had problems with comunications before so it's hard to say if you have a realistic fear that something is wrong. If you do then call the police in the town where your child lives and request a welfare check. If you know the school give them that so that they may check to see if she's in school. If your ex is merely avoiding you because she doesn't want to finalize the summer plan you have to return to the court that has jurisdiction which sounds like it's Florida.
