Report the Notary to the Office of Governor, the notary may have committed a felony.

A fraud suit and "Grand Theft" are two separate parts of the law. Fraud suit is a civil suit for the return of the money, it could also include counts for RICO, civil theft (which permits treble damages) and civil conspiracy counts.

"Grand Theft" is a term used in some states for felony theft, a crime.
