Must employer give time

A state agency is now demanding that its employees become certified within a specified time but the state agency states that it must be done on the employees' time.The course is online. Is the employer legally bound to match study time that its employees need to sutdy? ie. if it takes the employee four hours/day to study, does the employer have to grant two hours of work time to its employees for study?

There is no such requirement in Florida law.

Depending on the purpose of the certification and other facts, employees may be able to count class time (not study time) as hours worked, thereby increasing their pay for that week. The answer to that question is complicated and depends on several facts.
